Caesar’s reign began rather well, but eventually capitalized on the fame he got by making himself the only beast in Italy. Italians gave him love, because they hated Tiberius, his predecessor.
But he depleted the treasury, gave bonuses to the guard to buy their loyalty. Gaius eliminated those he hated by murder or exile, under the pretense that they were dangerous to society.
